Climate Change Adaptation Measures

Pursuant to its Environmental, Climate Change & Social Management Framework (ECSMF) , OUIDF aims to promote environmentally sound, socially acceptable and economically viable urban infrastructure projects in the state of Odisha and believes that each of its projects will improve the living standards of the people and the quality of environment in and around project locations.

Environment

Environmental soundness and climate protection by conserving natural resources, preserving bio-diversity and ecological equilibrium; minimizing release of polluting wastes and integrating mechanisms within projects to maintain and enhance environmental quality of project locations.

Climate Change

Ensure that the projects are climate change resilient and climate friendly.

Social

Social relevance and acceptability by :

  • Addressing legitimate concerns of relevant stakeholders, especially Project Affected People
  • Avoiding or minimising resettlement and rehabilitation due to land acquisition and alienation of government land under different tenure system through appropriate technical and management measures
  • Ensuring appropriate resettlement and rehabilitation of Project Affected People irrespective of legal status with a view to providing sustainable livelihood options that at least restore, if not improve, their standard of living
  • Protecting marginalised and vulnerable groups, including the economically and socially disadvantaged

Water Body projects

The Board of Trustees of Odisha Urban Infrastructure Fund (OUIDF)Chaired by Chief Secretary, Govt. of Odisha, directed OUIDF to take up Water Body projects in Odisha.

The Government of Odisha, with the Financial Assistance of KfW has set up Odisha Urban Infrastructure Fund (OUIDF) for Financing Urban Infrastructure Projects under Housing & Urban Development Department (H&UDD).

Housing & Urban Development Department (H&UDD) provided the list of about 100-125 water Body to be Rejuvenation & Develop in the State in 1st phase. H&UD Dept. formulated a policy for development of these Water Bodies into a public space.

OUIDF extended its support with the help of Empaneled Technical Consultants to facilitate systematic development and financing of water body reclamation projects, in the state of Odisha.

The basic objective is to undertake Reclamation, Rejuvenation and Development of Water Body projects especially in water scare regions of Western Odisha as well as large ULBs and Municipal Corporation of the State.

The Water Body Projects act as sources of drinking water, recharge groundwater, support biodiversity, and provide livelihood opportunities to a large number of people.Further, this Project has important role in maintaining and restoring the ecological balance.

In order to achieve the goal of revival of Water Bodies, the following interventions have been proposed, depending on the purpose, ecological services, livelihood and socio-cultural practices, the approach will vary from one to another.

Proposed Interventions:

  • i. Dewatering / De-Weeding / De-Silting.
  • ii. Strengthening of Embankments strengthening including stone packing, construction of retaining wall & toe wall.
  • iii. Prevention of discharge of wastewater.
  • iv. Proper Outlet.
  • v. Periphery Development including Pathways / Landscaping / Benches & lighting.
  • vi. Community Toilets.
  • vii. Provision for Bathing Ghats
